What the "other side" did

President Biden signed Executive Order 14060 to establish the United States Council on Transnational Organized Crime to enhance efforts to counter transnational organized crime by targeting, disrupting, and degrading transnational criminal organizations that pose the greatest threat to national security, develop new technologies for countering them, and improve information sharing between law enforcement entities and intelligence agencies among other things.

This helped enable an impressive amount of crime-fighting, including cracking down on illicit drug smuggling.
