Trump's administration rescinded President Lyndon Johnson's 1965 Executive Order banning discrimination "... on the basis of race, color, religion, sex, or national origin" in federal government hiring and contracting and ordered the U.S. Department of Labor to cease all investigations related to enforcement of the now-rescinded order.
This effectively means that hiring and employment discrimination based on race, color, religion, sex, or national origin is now permitted since violations will not be investigated or enforced.
